PAY RANGE
The Target Pay Range for this position is $73,600-$89,900 annually. The full Pay Range is $57,200-$106,300 annually. At BECU, compensation decisions are determined using factors such as relevant job-related skills, experience, and education or training. Should an offer for employment be made, we will consider individual qualifications. In addition to your salary, compensation incentives are available for the hired applicant. Incentives are performance based and targets vary by role.

SUMMARY
The Card Security Analyst II is responsible for performing detailed analysis of card related data (both credit and debit) and provides extensive research and reporting on fraud trends, losses, and prevention. This role identifies fraudulent activity, common points of purchase, points of compromise and skimming patterns through broad research and analysis while working closely with law enforcement and retail merchants to mitigate exposure. The Card Security Analyst II will work with the management team to recommend controls to mitigate loss. This person is also responsible for monitoring BECU’s fraud detection systems for suspicious activity.
RESPONSIBILITIES
  • Perform all responsibilities in accordance with BECU Competencies, compliance, regulatory and Information Protection requirements.
  • Maintain and analyze fraud alerts received from MasterCard and VISA.
  • Develop, implement and monitor strategies/systems for the minimization of fraud across the portfolio of the organization's interests, activities and services in relation to BECU debit/credit cards.
  • Serve as first point for escalations for all plastic card related activities. Respond to and investigate acts of reported fraud activity for MasterCard and VISA.
  • Maintain a thorough knowledge and understanding of Regulation E and Regulation Z and how these impact day to day operations.
  • Perform root cause analysis of recent losses and loss trends with the ability to drive changes to card fraud tools, policies and procedures.
  • Provide ongoing analysis of case files and fraud detection systems to determine emerging trends and provide recommendations to management to assist in loss mitigation. Ensure proper mitigation efforts are taken on any/all significant trends related to fraud and risk issues.
  • Train appropriate staff regarding fraud and industry trends. Provide recommendations for changes/enhancements to procedure and training materials.
  • Maintain regular communication and provide analytical support for the department’s third party monitoring systems for both Visa and Debit card activity, making necessary adjustments to manage emerging fraud trends
  • Partner with fraud operations to ensure prevention strategies are effectively implemented.
  • Communicate and provide relevant training regarding fraud trends and prevention to relevant areas.
  • Serve as a mentor for Card Security Analyst I.
  • Maintain a good relationship with law enforcement and financial industry contacts, while continuing to build contacts to assist in fraud related matters.
  • Maintain an acceptable caseload through effective time management.
  • Prepare statistical summaries and other reports as needed.
  • Complete all police, FBI and Secret Service reports in the proper jurisdiction.
  • Provide lobby response regarding fraudulent situations including approaching suspicious individuals or fraud suspects.
  • Provide immediate response to possible violations including OFAC, CIP, USA Patriot Act, Bank Secrecy Act and Money Laundering.
  • Maintain thorough knowledge of related fraud laws including RCW codes and Regulation E guidelines.
  • Perform additional duties as assigned.
QUALIFICATIONS
  • Bachelor’s degree in related field or equivalent experience required.
  • Minimum two years of experience in Security/Financial Institution Security experience required, including previous experience in statistical analytics, specifically anomaly detection and transactional analysis of plastic card related transactions.
  • Previous experience with spreadsheet and word processing required.
  • Previous experience or training in criminal investigations required.
  • Experience training or mentoring preferred.
  • Experience with card authentication tools (e.g. Falcon) preferred.
  • Strong proficiency with current programs, analytic tools and techniques used by the card payment industry required.
  • Excellent organizational and Excel (spreadsheet) skills required.
  • Excellent verbal and written communication skills to effectively communicate and provide customer service required.
  • Proven experience preparing and analyzing data in a logical manner and summarizing findings to both a technical and non-technical audience.
  • Ability to partner with other bank investigators and industry peers in subjects related to card analytics, card intelligence and card investigations.
  • Ability to converse and describe acts of fraud and suspect description with emergency personnel.
  • Full time hours required, with additional hours as necessary.
