General Description

Professional and administrative work in directing the County Human Services Division with overview of the Housing Navigator role(s) to aid in combatting homelessness.

Essential Job Functions

Plans, assigns, supervises, and reviews the work of Human Services Case Managers, Human Services Housing Navigator and clerical personnel engaged in social service work to provide recipients with public assistance and housing. Initiates and gives general direction to special studies, projects, and surveys. Provides leadership to Case Management Coordinators, Human Services Housing Navigator and all case management personnel to ensure the case management model is effective in assisting all citizens. Assists Department Director on other administrative matters as needed.

Interprets policy and develops procedures pertaining to case management, homelessness initiatives, and social work that meets the needs of Pasco County citizens. Manages and markets the “Collaboration Station” to drive community involvement from the network of community partner agencies. Provides functional expertise, support, and guidance for case management software. Assists in the facilitation of training, relaying user communications, and maintenance of SOP's, to keep users up to date on policies, procedures, and processes as related to case management software. Prepares Annual Budget requests to the County as well as to granting State or Federal agencies. Initiates purchases of goods and services for the division. Maintains expenditures within established levels.

Provide guidance, support, and supervision to the case managers. This includes peer reviewing cases, ongoing monitoring of case management delivery and style, and review of case management outcomes via post needs assessment surveys. They oversee the overall operations of the case management model and case management team, ensure compliance with policies and procedures via peer reviews and specific compliance per program, and facilitate ongoing professional development.

Manages, leads, and develops the processes and efforts of the Human Services Housing Navigator who will work to secure housing units for housing insecure citizens. The navigator role will work in conjunction with many community partners for the purpose of rehousing citizens facing housing insecurity.

Communicates with and visits other public and private agencies, hospitals, and institutions to exchange information and develop resources. Formulates in-service training programs for the development and growth of social work and clerical skills for all levels of staff. Reviews and analyzes activity reports and statistics of program operation for continuous awareness and for planning.

Reviews requests for payment on invoices for managed contracts, and assures no gap in any contract managed by the Division.

Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of social service work and of case work methods and techniques.
  • Knowledge of case management models and in-depth data tracking and monitoring.
  • Knowledge of the services offered by the County and by other public and private agencies, and not-for-profit agencies within the community.
  • Knowledge of laws, rules, and regulations effective in the County relating to social services.
  • Ability to provide input on division's budget based on service priorities and in accordance with local government general principles of financial management.
  • Ability to plan, supervise, and direct the activities of a group of professional and clerical staff.
  • Ability to effectively communicate as a public speaker and to express communications clearly and concisely in written format.
  • Ability to establish and maintain effective working relationships with representatives from outside agencies, local and state funding agencies, and the general public.
  • Ability to establish policies and procedures for grant administration of service delivery programs.
  • Knowledge of supervisory procedures and techniques
  • Ability to operate a computer and routine office equipment.
  • Ability to work on multiple projects simultaneously.
  • Ability to initiate correspondence and prepare and submit comprehensive reports.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master’s degree in social work, psychology, sociology, public administration, or a related field and four (4) years' of professional experience in social work/health and human services or related field that includes two (2) years' of supervisory experience OR a Bachelor’s degree and six (6) years' of experience as described above and two (2) years' of supervisory experience. Master's degree preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Possession of a valid Florida driver's license.
